Railroad Springs 66 is a single-family home homeowners association (HOA) in Flagstaff, AZ. This document is the Association's Rules and Regulations, which supplement the Declaration and Bylaws to govern the use of common areas and owner conduct. It applies to all lot owners, their residents, guests, and tenants.
- Business & commercial activity: Business or commercial use of your lot is generally restricted; review the Declaration's Section 14.2 before starting any such activity.
- Parking & vehicles: Commercial and recreational vehicles must be parked in an enclosed garage or a screened, approved lot area — street/driveway parking is allowed only on a nonrecurring, temporary basis (max 72 consecutive hours per 30 days). Family vehicles must be in your garage or driveway; street parking is limited to 48 consecutive hours, no more than 2 days in any 7-day period. Vehicle maintenance and repairs are only allowed inside an enclosed garage; no inoperable or disrepair vehicles are permitted.
- Trash & recycling: Trash and recycling receptacles must be stored out of sight (e.g., in a garage or approved enclosure) except from dusk the day before collection until dawn the day after. They must not block sidewalks.
- Pets: You may keep up to two dogs, two cats, two other common household pets, or three of any combination of these. Livestock, horses, birds, poultry, and chickens are prohibited. All pets must be leashed per city law.
- Nuisances & noise: Loud, offensive, or noxious behavior — including excessive vehicle noise, speeding, dog barking, and other disturbances — is prohibited. Specific nuisances listed include displaying harvested animals visible from neighboring lots, parking on sidewalks, sunbathing on roofs, putting snow or yard debris into the street, and parking on landscaping.
- Fires & fireplaces: Only fires in approved fireplaces or BBQs are allowed. Fireplaces must have a spark arrestor meeting city code. No fireplace within 6 feet of neighboring residences or fences. Fire restrictions follow the City of Flagstaff and Coconino National Forest.
- Common area use (recreation & drainage): The playground and other recreation areas are for residents and a reasonable number of guests (max 8 guests per lot at one time without prior Board approval). Use is limited to daylight hours. Drainage easements are off-limits to vehicle and foot traffic. Organized groups or activities require prior Board approval.
- Assessments & fines: Assessments are due quarterly; late payments after 30 days incur a late fee of the greater of 10% or $15. The Board can impose monetary penalties ranging from $25 to $1,000 per violation (or per day for continuing violations), with a hearing process described. Unpaid penalties may incur additional late fees and collection costs, including attorney fees.
