This is a declaration of covenants, conditions, and restrictions for the Glendale Airpark Hangars Building 1 Association, a community of aircraft hangar units in Glendale, AZ. It binds owners of hangar units on land leased from the City of Glendale. The hangars are intended for aircraft storage, parking, and very minor maintenance, not for residential use.
- Permitted use & restrictions: Hangar units may only be used for storing and parking aircraft and associated equipment, parking the owner's vehicle when the aircraft is absent, and very minor aircraft maintenance (e.g., changing lights). Prohibited: any residential occupancy (temporary or permanent), self-fueling, fuel storage, solvent washing, commercial FBO operations, and any activity violating City of Glendale airport rules or FAA regulations.
- Leasing & rentals: A hangar unit may be rented or leased only as an entire unit (no partial leasing). No term minimum is stated in this document, but the lease must comply with all declaration provisions and airport rules.
- Assessments: Annual assessments are initially capped at $2,000 per hangar unit. The Board may increase the cap by up to 25% per year without a membership vote; any increase above 25% requires approval of two-thirds of hangar unit owners. Assessments are a personal obligation and a lien on the unit. Delinquent assessments accrue 12% interest and collection costs.

- Insurance: Each owner operating a commercial hangar must maintain at least $3,000,000 aircraft liability insurance per occurrence, naming the City of Glendale as additional insured. The Association carries general liability, property, and other insurance as required by the City. Contents insurance is the owner's responsibility.
- Compliance with airport & city rules: All owners, lessees, and invitees must fully comply with the City of Glendale's airport Minimum Operating Standards, Rules and Regulations, and any other applicable laws, including FAA rules. The Declaration is subordinate to the City's master lease, and the City may enforce the declaration upon lease termination.
- Prohibited activities & nuisances: No animals, no storage of flammable materials (except approved containers up to 5 gallons), no open flames, no engine run-ups inside hangars, no antennas without approval, and no signs except those approved. Owners must keep units clean and free of oil/grease. The Board can enforce by entry and padlocking after 24-hour notice in non-emergencies.
