What College Lane's governing documents say
College Lane is a single-family homeowner association (HOA) in Guadalupe, AZ (Maricopa County). These covenants run with the land and bind all current and future owners of lots in the subdivision. The HOA enforces architectural standards, landscaping rules, and property use restrictions through assessments and an architectural committee.
- Architectural & construction standards: Minimum livable floor area: 2,400 sq ft for single-story, or 2,250 sq ft ground floor with 3,000 total for multi-story (excludes garage, porches, etc.). Each dwelling must have at least a two-car garage with automatic opener, two inside baths, a concrete or brick driveway, and a roof of mission, Monray, tile, or wood shingle. No plastic, aluminum, or composition siding allowed. All colors must be earth tone approved by the Architectural Committee.
- Landscaping requirements: Front yard landscaping must be completed within 90 days of possession, using natural materials (no desert landscaping). Each lot must have an automatic sprinkler system for front and rear yards, at least four 42-inch box trees in front and two 36-inch box trees in back (Schamel Ash, Weeping Willow, Bottletree, or Allepo Pine), and a dusk-to-dawn light on a column at the front property line.
- Parking & vehicle restrictions: No overnight guest parking allowed on Tract A (private streets). Trailers, trucks, commercial vehicles, boats, and recreational vehicles must be parked inside a garage or concealed behind a side fence on a paved pad. No abandoned or inoperable vehicles visible from any other lot or street. Only paved concrete or brick driveways may be used for parking.
- Pets: Cats, dogs, and other household pets are allowed but not for commercial breeding or keeping. Dogs must not stray onto another lot without the owner's consent.
- Assessments & fees: Semi-annual assessments due January 15 and July 15. The annual assessment may increase up to 10% per year without a membership vote; a higher increase requires a majority vote. Special assessments for capital improvements require a two-thirds vote. Unpaid assessments accrue 10% interest and become a lien on the lot. A 10% sinking fund for street/capital improvements is required.
- Use restrictions: Lots are for single-family residential use only. No commercial enterprises, hospitals, or sanitariums. No tents, shacks, or recreational vehicles used as residences. No oil drilling, mining, or similar operations. Construction must be completed within 10 months of starting.
- Fencing & walls: Rear and side lot fences must be cement block, no higher than 7 feet. Front or street-side yard fences must not exceed 2 feet 6 inches. Fences must be erected before taking possession of the residence. Adjoining lot owners share fence costs equally.
- Architectural review: All construction and landscaping plans must be approved by a three-member Architectural Committee (president plus two unrelated lot owners). No construction may begin without approval. A bond may be posted for incomplete landscaping.
