What Estrella Vista Homeowners Association's governing documents say
Estrella Vista is a single-family home HOA in Goodyear, AZ. These documents detail the association's enforcement and fine procedures, rental rules, and specific property-use rules (trash, vehicles, flags, pool). They apply to all homeowners and their tenants.
- Leasing & rentals: Minimum lease term is 30 consecutive days; leases under 30 days are prohibited. Owners must register new tenancies with the association, providing tenant contact info, lease dates, and vehicle details. A $25 registration fee applies per new tenancy (not renewals); late registration incurs a $15 fee. Owners are responsible for tenant compliance and any fines.
- Parking & vehicles: Commercial and recreational vehicles (over 8 ft height, 22 ft length, or 3/4-ton capacity) need prior approval and can only be parked in an enclosed garage or designated RV parking area full-time. Small motor homes (max 8 ft high, 18 ft long) are allowed with approval. Commercial pickup trucks ≤ 3/4 ton without camper or work equipment are treated as family vehicles. Overnight parking (12 am–5 am) of commercial/RVs is not allowed except for nonrecurring loading/unloading or guest visits. No more than 3 vehicles total on the driveway or private yard.
- Flag display: Free-standing flag poles require architectural approval. Pole height cannot exceed the roof peak of the home. Pole must be at least 10 ft from the house foundation and 6 ft from any property line. Only two flags at a time, max size 5 ft by 3 ft. Allowed flags include U.S., military, POW/MIA, Arizona state, tribal, Gadsden, first responder, service stars, and historic U.S. flags. Poles must be white or natural metal, in good condition.
- Pool use: Pool access requires a key from the association (fee applies). No lifeguard; children under 12 should have adult supervision. Quiet hours from 10 pm to 6 am; no loud noise, no glass, no alcohol, no pets, no diving. Pool may close for repairs. Additional rules posted at the pool.
- Enforcement & fines: Violations trigger a 14-day cure notice. Fines escalate: first notice – $25 if not cured; second notice – additional $25 (total $50) if not cured; third notice – additional $50 (total $100); then $100 per subsequent inspection. For serious health/safety violations, the association may act immediately. Owners may request a hearing before fines are assessed. After 180 days without a repeat violation, the process resets to a first notice. Right of self-help after 30-day notice for property entry to correct violations (costs billed to owner).
- Bulk trash: Bulk trash may be placed at the curb no earlier than 6:00 am on the Saturday before the scheduled pickup. Items must be secured to prevent scattering. Early or unsecured trash may result in a violation. Self-help after notice.
- What this document doesn't cover: This is a compilation of enforcement policies, rental rules, and specific rules & regulations. It does not include the full declaration (CC&Rs), architectural review standards beyond flag poles, assessment amounts, or other typical HOA rules not mentioned here.
