What The Groves East's governing documents say
The Groves East is a standard single-family home subdivision in Mesa, AZ, governed by a Declaration of Restrictions (CC&Rs) that run with the land. Each lot is intended for one detached single-family dwelling, and all homeowners must comply with the rules on construction, materials, landscaping, and use.
- Land use & building type: Lots may only be used for residential purposes. Only one detached single-family dwelling per lot, not to exceed two stories. No business, commercial, or industrial use.
- Architectural review: All new structures, alterations, and landscaping must be approved in writing by an architectural committee (originally Duane Black or James R. Adair, later an elected committee). If no decision within 30 days of written request, approval is not required. Designs must be in harmony with existing homes.
- Minimum dwelling size: Dwellings must have at least 2,500 square feet of livable area, excluding porches, garages, patios, and storage. If a second story or basement exists, ground-level square footage must be at least 2,000 square feet.
- Roofing & exterior materials: Roofing must be cedar shake, Mexican tile, concrete tile, or similar approved material; flat roofs need parapet walls. Exterior materials must be authentic (brick, stucco, stone, etc.)—no simulated materials like fake stone. Gray block must be stuccoed.
- Fences: Within 30 days of completing a dwelling, owners must build a solid block wall fence at least 6 feet high around the back portion and connecting to the house. The front fence must match the home's front elevation; back walls must be beige Superlite masonry block. No wall over 3 feet high within 10 feet of the front street line. Cost sharing for boundary fences.
- Landscaping & trees: Front yard landscaping must be completed within 4 months of final inspection by the City of Mesa. Desert landscaping is not permitted. No more than 90% of existing citrus trees may be removed from any lot.
- Vehicles & parking: Only passenger cars and pickup trucks up to 3/4 ton may be parked on front or side yards. Boats, RVs, and inoperable vehicles must be stored out of sight (e.g., in a garage). Travel trailers, campers, and boats may be parked temporarily in rear yards only.
- Pets: A reasonable number of dogs, cats, or other household pets may be kept, but not for breeding or commercial purposes. No livestock or poultry.
