What Villa Balboa Homeowner's Association's governing documents say
Villa Balboa is a single-family homeowner association (HOA) in Mesa, AZ. This document is a partial set of rules — a Board resolution and application form — that governs changes to landscaping, architecture, and specifically exterior house paint colors. It applies to all homeowners who want to modify their property's exterior.
- Architectural review: Any exterior change to your home (landscaping, painting, window replacements, etc.) requires written approval from the Board of Directors before you start any work. Submit a completed application to the Association Manager, who forwards it to the appropriate committee.
- Paint color restrictions: Exterior house paint must be chosen from the approved list of Dunn Edwards colors. You may use one stucco/body color from the 6 approved options and up to two accent/trim colors from the 7 approved options — total of 3 colors maximum. If you use a non-Dunn Edwards paint that matches the color, you must paint a 3-foot square sample on your home for Board approval.
- Approval process: Submit a written application (the provided form) with your specific color choices and areas to be painted. The Association Manager will notify you when the Board has acted. Do not begin work until you receive written approval. Failure to obtain approval can result in fines and you may be required to fix the work at your own cost.
