What Starlight Mesa HOA's governing documents say
Starlight Mesa HOA (Mesa, AZ) is a single-family homeowners association. This document covers the rules for reserving the pool and park area for events with 10 or more guests, as well as general pool usage policies.
- Reservation requirements for large gatherings: Any resident or occupant hosting 10 or more guests must complete a reservation request form at least one week in advance. Reservations are first-come, first-served, limited to 4 hours (including cleanup), and a resident may hold no more than 2 reservations at a time. The reservation does not grant exclusive use of the area.
- Pool hours & gate rules: Pool swimming hours are 9AM to 9PM daily; lap swimming only is allowed from 6AM to 9PM. Both gates must be kept closed and locked at all times.
- Supervision & lifeguard requirements: No lifeguard is on duty; children under 14 must be accompanied by a parent or adult guardian. If 6 or more children under 14 will be in the pool area during a reserved event, the host must hire an ARC-certified, experienced, insured lifeguard at their own expense.
- Prohibited items & conduct: Glassware, bottles, smoking/vaping, pets (except documented service animals), multi-passenger inflatables, and food/drinks in the water or on the pool deck are prohibited. Running, roughhousing, vandalism (including throwing objects or misusing safety equipment) are not allowed.
- Cleanup & fines: After a reserved event, the host must clean the area per the checklist and email photos within 2 hours. Failure to do so results in a $150 fine and a 3-month suspension of reservation privileges for the first offense, and $150 fine plus 12-month suspension for a second offense. Violations of starred rules incur a $100 fine for the first offense, $200 for the second, and possible loss of pool privileges thereafter.
- Guest policy & replacement keys: Guests must be accompanied by a SMHA resident or occupant. Replacement pool and tennis court keys cost $15 each.
