Highlands Ranch is a single-family residential community in Chino Valley/Paulden, Arizona, where owners own individual lots and share the common areas maintained by the HOA through annual per-lot assessments. The Declaration covers detailed restrictions on use, design, vehicles, and landscaping, plus voting and enforcement mechanisms.
- What you own & maintain: You own your individual lot and must maintain it according to HOA rules. The Association maintains common areas and is funded by per-lot assessments.
- Annual assessments & fees: Annual assessments start at a maximum of $360/lot and increase each year by the greater of 10% or the Consumer Price Index (capped at 20% per year without member vote). New owners of completed homes pay an additional 2 months of assessments as a reserve fund. Vehicles over 18.5 feet long, 75 inches tall, or 84 inches wide are banned unless parked in rear/side yards hidden from neighbors. No trucks, RVs, trailers, boats, or commercial vehicles are permitted if visible from neighboring property. Inoperable vehicles are prohibited. The Association can tow violating vehicles at the owner's expense.
- Landscaping requirements: Within 120 days of becoming an owner, you must install landscaping and irrigation (following xeriscape principles) in the front yard and any yard with non-solid fencing. If you fail to do so, the Association may install landscaping at your expense, secured by an assessment lien.
- Voting rights & membership: Membership is automatic upon owning a lot; each lot owner gets one vote. The Declarant (developer) initially holds 3 votes per lot until 75% of lots are sold or 7 years pass. Voting rights are suspended for owners who are 15+ days delinquent on assessments.
- Fines & enforcement: The Association can impose fines for rule violations (after a 10-day notice to cure). Delinquent assessments incur 10% annual interest or a $15 late charge (whichever is greater) and create a lien on the property; the Association may foreclose on the lien.
