City Scene is a single-family home subdivision in Phoenix, AZ — you own your lot and home, and the homeowners' association maintains shared amenities. The rules apply to all owners and occupants and cover lot use, exterior appearance, parking, pets, and leasing.
- What you own & maintain: You own your lot and living unit. You must maintain the exterior of your home (walls, roof, porches, patios) and keep landscaping trimmed and free of weeds. The association maintains the common amenities.
- Architectural review: Any exterior improvement (building, fence, wall, landscaping, paint, HVAC, solar panels, antennas) requires prior written approval from the Architectural Control Committee. Plans must be submitted; if no decision within 30 days, approval is considered granted as long as work conforms to submitted plans.
- Leasing & rentals: Only entire living units may be rented (no room rentals or subleasing). Leases must be in writing and include a provision that the lease is subject to all governing documents. Owners must notify the association of lease start/end dates and occupant names. No transient or hotel-type use allowed.
- Vehicles & parking: No boats, RVs, campers, commercial trucks (over 3/4 ton), or vehicles designed for commercial purposes may be stored on any lot. Motor vehicles must be kept in garages if space permits. Off-street paved parking only; on-street parking is for deliveries and short-term guests.
- Pets: Only commonly accepted household pets are allowed, in reasonable numbers, kept indoors or in fenced yards. No commercial breeding, and no structure for pets may be visible from neighboring property. Owners must clean up after their pets.
- Assessments & fees: Each lot pays a proportionate share of association expenses. Maximum annual assessment for improved lots can increase up to 8% per year without a vote, or more with a 2/3 vote. Unimproved lots are capped at $100/year. Assessments are due quarterly and become a lien if unpaid.
