Crescent Hills North is a standard single-family homeowners association (HOA) in Phoenix, AZ. You own your house and lot, and must follow covenants that preserve the neighborhood's appearance and value. This document lays out what you can and cannot do with your property, including rules on leasing, pets, parking, and exterior changes.
- Residential use & home businesses: All lots must be used only for single-family residential purposes. No commercial activity is allowed, but home businesses are permitted if they comply with Phoenix municipal ordinances.
- Leasing & rentals: Leases must be in writing, for the entire residence and lot, and have a minimum term of 30 days. This applies to all owners, not just the developer.
- Pets: Only dogs, cats, and other common household pets approved by the Board are allowed, in reasonable numbers as determined by the Architectural Committee. No pets for commercial purposes, and they must be leashed or fenced when outdoors. No structures for animals visible from neighboring property.
- Parking & vehicles: No overnight on-street parking. Vehicles must be parked in garages or driveways; front and side yard parking is prohibited. Vehicles cannot exceed 222 inches in length, 75 inches in height, or 84 inches in width. Trucks, trailers, campers, boats, and commercial vehicles must not be visible from neighboring property or common areas, with exceptions for pickup trucks under 1 ton and temporary construction equipment. Inoperable vehicles are prohibited.
- Architectural review: All exterior changes, improvements, landscaping, paint colors, and additions must be approved in writing by the Architectural Committee. Applications are deemed approved if not acted on within 60 days. The Committee's approval does not waive future approvals.
- Signs: Only one temporary for-sale or for-rent sign (max 5 sq ft), one residential identification sign (max 80 sq in), signs required by law, and developer signs are allowed. All must conform to city ordinances.
- Assessments & fees: Owners pay annual assessments (initial max $50 per lot, subject to automatic annual increases of up to 10% or CPI, with a 20% cap without majority vote) and possibly special or neighborhood assessments. A transfer fee and a reserve payment equal to two months' assessments are due from the first purchaser after construction.
- Party walls & maintenance: Walls on lot lines are shared party walls; each owner maintains their side and shares repair costs equally unless one owner causes damage. Owners must keep their lot and residence in good repair, landscape within 6 months of ownership, and not create conditions that harm neighboring properties.
