This is a 2003 amendment to the original declaration and covers vehicle restrictions and parking, garage use rules, irrigation requirements, and changes to capital reserve and transfer fees—not the complete governing document.
- Vehicle restrictions and parking: Commercial vehicles (trucks with logos, tow trucks, cranes, ambulances) are generally prohibited, but the Architectural Committee may approve small commercial pickup trucks (≤1 ton) with business names if the truck bed is empty above eye level, or any commercial vehicle stored in a fully enclosed garage. Personal vehicles can park in your garage, driveway temporarily, or on-street temporarily (must be operable). Recreational vehicles (boats, RVs, ATVs, trailers) can only be stored in a garage or screened side yard area; no recreational vehicle over 14 feet tall is permitted anywhere on the property.
- Garage use and repairs: Your garage is for parking vehicles, household storage, hobbies (art, woodworking), and permitted repairs; it cannot be used for sleeping quarters or permanent guest space. Routine maintenance and full vehicle rebuilds are allowed inside with the door closed except for entry/exit and ventilation. Routine maintenance may also be done in the driveway or side yard. No engine steam cleaning, body shop work, or storage of vehicle parts/bodies/engines outside the garage is permitted.
- Irrigation pressure-sustaining valves: Before using any irrigation system, you must install a pressure-sustaining valve set to close at 45 psi or below to protect fire water pressure, and notify the Association in writing of its location. You must keep it maintained; if it becomes defective, you have 15 days from written notice to repair or replace it or the Association will do so and charge you, place a lien on your lot, and may impose fines.
- Capital reserve and transfer fees: All lot purchasers, including first-time buyers, must pay a capital reserve fee to fund future capital repairs (these funds cannot be used for general operations or attorney fees). A transfer fee of at least $75 applies to all lot sales except developer-to-developer transfers, and the Board may increase this fee.
