Normsal Heights is a standard single-family homeowner association (HOA) subdivision in Phoenix, AZ. You own your lot and house; the HOA maintains common areas and enforces rules. This document binds all lot owners, their tenants, and guests.
- What you own & maintain: Each owner owns their individual lot and house. The association maintains common areas like sewer lines and underground utilities. Owners must keep their lots neat, free of trash, and maintain landscaping; the association may enter for maintenance.
- Residential use & occupancy: All lots are restricted to single-family residential use. Only one dwelling per lot, with a minimum ground floor area of 1,860 square feet (exclusive of porch/garage) and maximum height of 18 feet from average grade. No hospitals, sanitariums, or lodging of paying guests.
- Leasing & rentals: Only an entire dwelling may be rented, and only to a single family for a period exceeding 30 days. Owners must notify tenants in writing of the declaration and obtain a written agreement to abide by all rules. Short-term rentals (under 30 days) are prohibited.
- Pets: Household pets (dogs, cats, etc.) are allowed with association rules. No commercial breeding. Dogs must be leashed (max 6 feet) when off the lot and confined to the owner's property. Owners must immediately remove droppings; dogs may not relieve themselves on another lot.
- Parking & vehicles: No trucks, buses, vans, trailers, boats, campers, or similar vehicles may be parked in streets or driveways except as permitted by the board. Passenger cars, station wagons, 4-wheel drives, non-commercial vans, and light pickups (1 ton or less) are allowed. No vehicle repairs visible from neighboring property.
- Architectural review: All exterior alterations, improvements, landscaping, fences, walls, and color changes require prior written approval from the Architectural Committee. Construction must be completed within one year; landscaping within six months after construction. Reflective materials, antennas, air conditioners on roofs, and propane tanks visible from neighbors are restricted.
- Signs & nuisances: Signs are limited: one 'For Sale' sign (2x2 ft) if owner or agent present, two residential identification signs (each ≤2x2 ft), and one construction sign (≤18x24 inches). No commercial, political, or other signs visible from neighboring property. No offensive activities, excessive noise, or nuisances.
- Assessments & fees: Annual assessments are levied by the association at a uniform rate per lot. Special assessments (≥20% owner approval) may be levied for capital improvements or enforcement. Delinquent assessments incur 18% annual interest, 1.5% monthly, and a $18 late fee after 15 days. Unpaid assessments become a lien on the lot.
