Northtown is a homeowners association (HOA) in Phoenix, AZ, with single-family detached homes and townhouses (duplex/triplex) that share party walls. The rules apply to all lot owners and residents, covering property use, maintenance, assessments, and community standards.
- Age restriction (55+): At least one household member must be 55 or older, and no resident under 18. Physically handicapped individuals are exempt, and temporary visitors under 30 days are not considered residents.
- What you own & maintain: You own your lot and all structures on it. You are responsible for maintaining landscaping, exterior surfaces, and keeping the lot free of weeds (max 6 inches), rubbish, and debris. Townhouse owners share party wall repair costs under specific rules.
- Assessments & fees: Annual assessments are levied per lot (more for multi-unit structures). Maximum annual assessment starts at $180 per improved lot and can increase up to 3% per year without member vote; higher increases need 2/3 approval. Special assessments for capital improvements also require 2/3 vote. Unpaid assessments incur interest and a lien on the property.
- Architectural review: All exterior changes (buildings, fences, walls, etc.) require prior written approval from the Board or an architectural committee, which must respond within 30 days. Minimum ground floor living area is 700 sq ft. Structures cannot be moved from other locations.
- Pets: Only standard household pets allowed (no livestock or poultry). Pets must be kept under direct control when off the owner's property, and must comply with Phoenix pet registration and health codes.

RVs and trailers may park overnight at clubhouse with Board permission. No unlicensed scooters or skateboards. Common area parking requires a permit.
- Business & nuisance restrictions: No business that increases traffic, noise, or is otherwise discernible from outside is allowed. Theaters, bars, restaurants, and care facilities are prohibited. The Board defines nuisances, including unsightly objects and unreasonable noise (e.g., barking dogs, parties).
- Signs: One 'For Sale' or 'For Rent/Lease' sign per dwelling (size/location per AZ Realtor standards), one security sign, and signs required by legal proceedings are allowed. All other signs need Board approval.
