Rio Vista Hills is a single-family residential planned community in Phoenix, Arizona governed by a homeowners association. All lot owners automatically become association members and are bound by extensive restrictions on construction, use, and maintenance. The association maintains common roadways and charges annual assessments for operations and upkeep.
- What you own & maintain: You own your individual lot and the structures on it, and you are responsible for maintaining your lawn, landscaping, and buildings in good condition. The association maintains all roadways and common areas.
- Architectural review & approval: Any excavation, grading, construction, or exterior modification—including color changes—requires prior written approval from the Architectural Committee. If the committee does not approve or deny within 30 days of a complete application, approval is automatically deemed granted. The committee may charge a reasonable review fee.
- Building restrictions: Only one detached, one-story single-family dwelling with a one-story garage may be built per lot (split-level or two-story allowed on hillside lots if the upper story is at or below street grade). All buildings must be new construction and painted colors that blend with natural surroundings; white, bright, or reflective colors and materials are prohibited.
- Lot subdivision limits: No lot may be subdivided into parcels smaller than five (5) acres.
- Animals & horses: No poultry, swine, or livestock are allowed except horses: up to six (6) per lot, which must be kept in corrals at all times. Corrals must be at least 100 feet from any dwelling house and require Architectural Committee approval for design. No commercial horse operations are permitted.
- Vehicles, trucks, boats & parking: Trucks, trailers, campers, boats, RVs, and similar equipment cannot be parked or visible from neighboring property without approval (except vehicles stored in garages in good condition, construction trailers during approved work, and motor vehicles under 7 feet tall and 18 feet long not used commercially). The board may tow violating vehicles at the owner's expense.
- Signs: No signs visible from neighboring property are permitted except those required by law and residence identification signs, which require written Architectural Committee approval.
- Home-based business: Owners may operate a business from within their residence only if the business is not apparent by sight, sound, or smell from outside the home; complies with zoning; involves no visitors to the lot or door-to-door solicitation; is consistent with residential character; and has no employees except family members residing in the home.
