What River Rock Trails's governing documents say
River Rock Trails is a standard single-family home HOA in Phoenix, AZ. This Declaration of Covenants, Conditions and Restrictions (CC&Rs) binds all owners, residents, and tenants. It establishes a homeowners association, architectural controls, use restrictions, and assessment obligations to maintain the community.
- Residential use & business: Residences must be used exclusively as homes. Minor home businesses are allowed only if they are invisible from outside, don't generate traffic or parking, and meet other conditions. Leasing a home is not considered a business.
- Architectural review: Most exterior changes (construction, landscaping, painting, fences, etc.) need prior written approval from the Design Review Committee. The committee can deny plans based on aesthetics alone. Approval is deemed denied if not responded to within 45 days. Interior changes that don't affect the exterior are exempt.
- Leasing & rentals: Owners may lease their entire lot and residence for an initial term of at least one month. Subleasing and assignments are prohibited. Owners must provide the association with lease details and tenant info at least 10 days before move-in. Owners are liable for tenant violations.
- Parking & vehicles: No trucks over 1 ton, vehicles over 8 ft tall or 24 ft long may be parked visibly. Parking is first in garages, then driveways, then approved expansions. Street parking is limited to short-term guest use. Inoperable vehicles, boat trailers, and RVs may not be stored visibly. Garage doors must remain closed except for entry/exit.
- Pets & animals: Only reasonable numbers of dogs, cats, household birds, or other recognized house pets are allowed. The board decides what is reasonable. Dogs must be leashed (max 6 ft) off the owner's lot and feces must be removed immediately. No structures for animal housing can be visible from neighboring property.
- Signs: Only permitted signs include: one temporary For Sale/For Rent sign (max 18x24 in), political signs (subject to size/number limits), one residential identification sign (max 9x30 in), signs required by law, and signs approved by the Design Review Committee.
- Other restrictions: No temporary buildings or trailers (except during construction, up to 12 months). No mineral exploration. Antennas and satellite dishes need approval. Flags are allowed per law but must comply with design guidelines. Trash containers must be concealed except on collection day. Garages cannot be converted to living space. Basketball goals and playground equipment may be restricted by the board.
