Tasschner Manor is a small subdivision of five lots in Phoenix, AZ, intended for multi-family residential use (four-plex units). The property is governed by a Declaration of Covenants, Conditions and Restrictions (CC&Rs) recorded in 1987, which binds all lot owners and their tenants, guests, and successors. This document establishes use restrictions, maintenance obligations, and an association structure for the subdivision.
- Permitted use: All lots shall be used solely as multi-family residential (four-plex units). No business, store, office, hospital, or other non-residential use is allowed, except that the developer may maintain a sales office until all lots are sold.
- Parking & vehicles: Overnight parking of trucks, pickup trucks, campers, trailers, and inoperable vehicles is prohibited on streets or front yards. Only passenger cars and pickup trucks may be parked in open carports or driveways. Inoperable vehicles must not remain longer than seven days.
- Fences & walls: Front fences or walls over 2.5 feet high are prohibited within 20 feet of the front lot line. Side and rear fences may be up to 6 feet high. Hedges over 3 feet high are not allowed within 20 feet of the front lot line. Solid walls must be painted 'Mesa White' or similar; wooden fences must retain their natural color and texture.
- Pets & animals: No livestock or poultry may be kept. Only commonly accepted household pets are allowed, and they may not be bred or maintained for commercial purposes.
- Business & signs: No business of any kind may be conducted in or from any unit. Signs are prohibited except for one temporary sign (max 5 square feet) advertising the property for sale or rent. The developer may also erect signs for lot sales.
- Landscaping & maintenance: Lots must be kept free of weeds, trash, and debris. Clotheslines, equipment, woodpiles, and storage must be screened from view. Trash must be kept in covered containers and not burned. If a lot owner fails to maintain the property, the developer or association may clean it and charge the owner (minimum $200 per cleanup), which becomes a lien on the lot.
- Assessments & association: Lot owners may organize as an association to enforce the CC&Rs. Expenses incurred by the association are apportioned equally among all lots. Nonpayment of assessments becomes a lien, subordinate to a first mortgage. Each lot has one vote, with meetings requiring a quorum of at least three lots.
- Architectural committee: An Architectural Committee exists to approve multi-family units and other improvements, but specific design standards beyond fence heights and setbacks are not detailed in this document.
