What University Garden Villas's governing documents say
University Garden Villas is a condominium community in Phoenix, AZ. These Bylaws govern the Homeowners Association (UGHA) and apply to all owners, tenants, and occupants. The association manages common elements, enforces rules, and collects assessments. This document is not the full Declaration, which takes priority.
- What you own & maintain: You own your unit's interior; the association maintains common elements. You must promptly repair your unit if it affects others, and you cannot make structural modifications without board approval.
- Leasing & rentals: Leases must include a rental contract listing the occupants and their references, signed by both tenant and owner, and filed with the board. The board must be notified of any change in occupancy.
- Pets: Cats are allowed. Dogs are prohibited for all new residents after August 20, 1996; only six specifically named dogs (by unit number) are grandfathered. Owners/renters before 1992 may have been exempt from an earlier dog ban.
- Parking & vehicles: Each unit gets one assigned covered parking space; additional uncovered spaces are unassigned. No storage of boats, jet skis, campers, or trailers is allowed. Vehicles that haven't moved for 30 days may be towed after a 10-day notice.
- Pool & common areas: Swimming pool and spa open 6 AM – 11 PM. No pets, food, smoking, glass, or loud music allowed in the pool area. Use is at your own risk.
- Noise & disturbances: Loud noise (music or other) that interferes with others' enjoyment of their unit or common elements is not acceptable.
- Fines & violations: First offense: written reminder with 10 days to correct. Repeat offenses: incremental fines starting at $25, increasing by $25 each time. Continuous violations (e.g., illegal storage) are considered repeated if not corrected in 10 days. Unpaid fines become a lien on the property.
- Governance: The board has 3 directors, all owners (except declarant). Each unit gets one vote; voting may be limited to one co-owner. Annual meetings are in June. Proxies expire after 25 months. Board meetings require 3 days' notice; quorum is a majority of directors.
