Villa De Manana is a planned single-family home community in Phoenix, AZ. These rules apply to all lot owners in the HOA. They cover what you can build, how you can use your property, leasing, pets, parking, and the association's right to collect fees.
- Home occupations & residential use: All lots must be used exclusively as residences. A home business is allowed only if it's not detectable from outside, complies with zoning, doesn't bring customers or solicit, and is consistent with the residential character.
- Architectural review & design: Any improvement visible from neighboring property—like buildings, fences, landscaping, or color changes—needs prior written board approval. The board can consider harmony, aesthetics, quality, and compliance with design guidelines. If the board doesn't act within 45 days of a complete application, approval is deemed given.
- Leasing & rentals: An owner may lease only their entire lot. All leases must be in writing and state that the lease is subject to the association documents. Before the lease starts, the owner must provide the association with the tenant's name and contact info. The owner is liable for any rule violations by the tenant.
- Pets: No more than two dogs, cats, parakeets, or similar household birds per lot without board approval. Pets must be kept on a leash no longer than six feet when off the lot and may not enter other lots. No pet may create unreasonable noise or become a nuisance.
- Vehicles & parking: Motor vehicles must be parked in the garage unless there's insufficient space, then in the driveway. Vehicles parked in the driveway cannot exceed 7 feet in height or 18 feet in length and cannot display commercial markings. Recreational vehicles may only park in the driveway for loading/unloading (max 24 consecutive hours, 72 hours in any 7-day period). Guest vehicles may park in the driveway or on the street for up to 72 hours in any 7-day period. Inoperable vehicles and repairs visible from neighboring property are prohibited.
- Signs & antennas: No signs visible from neighboring property may be erected without board approval. Antennas, satellite dishes, and other transmission/reception devices also require prior written board approval.
- Assessments & fees: The board sets annual assessments based on a budget. Unpaid assessments become a lien on the lot and are the personal obligation of the owner at the time they were due. Delinquent owners may have their voting rights suspended. Special assessments may also be levied.
- Temporary structures & construction: No trailers, tents, or temporary buildings may be used as residences. Temporary structures during construction must be removed within 12 months unless the board approves otherwise.
