Whisper View is a standard single-family home HOA in Queen Creek, AZ. These Covenants, Conditions & Restrictions (CC&Rs) bind all lot owners and aim to preserve property values by regulating use, appearance, and assessments. They cover architectural approval, maintenance duties, parking, pets, and enforcement procedures.
- Assessments & fees: Annual assessments are set by the board and can increase up to 10% per year (or CPI, whichever is greater) without a member vote. Larger increases require a 2/3 vote. Special assessments for capital improvements also need 2/3 approval. A working capital fund of 1/6 of the annual assessment is due from each new owner (except builders/declarant). A transfer fee (set by board) is also due on resale.

Leasing the entire home is permitted and not considered a business. Pets are allowed (a 'reasonable number' of domestic pets), but no commercial breeding or nuisance animals. No outside clotheslines visible from neighboring property. No signs except 'For Sale', 'For Lease', or political signs per design guidelines.
- Parking & vehicles: No inoperable vehicles, and no vehicles exceeding 3/4 ton, boats, trailers, or campers may be parked visible from neighboring property without committee approval. Regular passenger vehicles should be parked in garages, driveways, or designated areas. The board may ban on-street parking. Noncompliant vehicles on common area may be towed.
- Maintenance responsibilities: The association maintains common areas (tracts, landscaping, drainage, etc.). Owners must maintain their own lots and improvements, including landscaping (front yard must be installed per design guidelines within 90 days of occupancy). If an owner fails to maintain, the association may step in and charge the owner, with the cost becoming a lien.
- Party walls: Walls or fences on lot lines are party walls. Repair costs are shared equally between adjoining owners unless caused by one owner's negligence. Any modification requires written consent from the neighbor and architectural committee approval.
- Enforcement & liens: The association can impose late fees, interest, and record a lien for unpaid assessments. Delinquent owners may lose voting rights after 15 days. Fines and penalties for CC&R violations are also secured by the assessment lien. The association may enter lots to inspect for compliance.
