It governs how clubs operate within the association's facilities, and binds club officers and members—not homeowners generally. - Club membership eligibility: Club membership is open only to holders of a current Owner Member, Associate Member, or Tenant Activity card. Honorary or lifetime memberships are prohibited.
- Club formation requirements: A new non-craft club needs at least 75 paid-up first-year members; a craft club needs at least 50. Clubs must maintain a minimum active membership or risk charter revocation.
- Guest policy: Members may occasionally bring guests. Non-Recreation Card Holder guests must be accompanied by a member and cannot displace members; clubs must define the number of times per year a member may bring such a guest. Special events (two free per year) require approval.
- Financial management & reporting: Clubs must have a treasurer, maintain bank accounts, and file an annual financial statement (Form CR-7) by February 1. Gross receipts over $50,000 require IRS Form 990. Club funds cannot compensate members. Petty cash disbursements limited to $25.
- Discipline & charter revocation: Member misconduct can lead to suspension (up to 2 weeks by club, up to 60 days by General Manager) or termination. Charter revocation can occur for membership decline, noncompliance, or other violations, with a hearing process.
- Facility use & scheduling: Clubs have priority for assigned space and are entitled to two free social events per year. Facility reservations must be submitted via CR-6 and CR-14. The Association can pre-empt space if needs change.
