Rancho Mirage is a standard homeowners association (HOA) in Sun City, AZ, governed by its Bylaws. These Bylaws outline the internal governance structure for the association—how meetings are run, how the board is elected, and how officers manage assessments—but they do not set specific resident rules like pet limits or leasing restrictions. Residents should also refer to the Declaration of Covenants, Conditions, and Restrictions for property-use rules.
- Meetings & voting: Annual meetings are held the same month each year. Special meetings can be called by the president, board, or upon written request of 1/4 of Class A members. Quorum is 1/10 of votes of each class. Members may vote in person or by proxy. Notice must be mailed 15–50 days before a meeting.

Unpaid assessments incur late charges, costs, and attorney's fees, and the association may foreclose. Owners cannot waive assessments by nonuse. The fiscal year is January 1–December 31.
- Powers of the Board: The board can adopt rules for common area use and member conduct, suspend voting/use rights for assessment defaults or rule violations (up to 60 days, renewable), employ a manager, and fix assessments. Suspensions cannot restrict access to a lot as a residence.
- Books & records: Association books, records, and governing documents are available for member inspection during reasonable business hours. Copies may be purchased at reasonable cost.
- Amendments: Bylaws may be amended by a majority vote of a quorum of members. The board also has the right to amend if requested by FHA, VA, or other government agencies or federally chartered lenders. The Declaration controls over the Bylaws if there's a conflict.
