Star Summit is a standard single-family homeowners association (HOA) in Sun City, Arizona. The governing document (Declaration of Covenants, Conditions and Restrictions) binds all lot owners, their tenants, and guests. It establishes a residential community with architectural controls, use restrictions, and shared maintenance obligations funded by assessments.
- Architectural review: Any exterior construction, modification, or change (including landscaping, paint, fences, and antennas) must be approved in writing by the Design Review Committee. The committee has broad discretion based on aesthetic considerations and may charge a review fee. Unapproved changes are prohibited.
- Use restrictions (business, pets, leasing, signs): Lots are for residential use only; home businesses are allowed if they are not visible or audible from outside, generate no added traffic, and employ only residents. Pets: a reasonable number of dogs, cats, or household birds may be kept; the board sets the limit. Leasing: entire lot only, minimum initial term of one month, written lease required, owner must notify association. Signs: no signs visible from neighboring property without approval.
- Parking & vehicles: No commercial vehicles, trailers, boats, or campers may be parked on lots or common areas where visible. Vehicles must be parked in the garage first, then driveway; street parking is limited. Inoperable vehicles and major repairs are not allowed in visible locations. Recreational vehicles may be parked only for loading/unloading.
- Assessments & liens: All lot owners pay regular assessments (same amount per lot) and special assessments (require 2/3 member vote). - Maintenance responsibilities: Lot owners maintain their own lots and improvements. The association maintains all common areas (tracts B, C, D, G, H, I, J, K, L, M, O, P) and jointly owned common areas (tracts A, E, F, N owned as tenants in common by all lot owners). Owners must keep their property neat and follow maintenance standards set by the board.
- Animals: Only dogs, cats, parakeets, or similar household birds are allowed as pets; no other animals, birds, or livestock. The board determines what constitutes a reasonable number per lot. Pets must be confined to the owner's lot; dogs on common areas must be leashed (max 6 feet) and feces removed. The board may ban dogs from certain common areas and can remove dangerous or nuisance pets.
- Leasing & rentals: An owner may lease the entire lot and residence but not less than the whole. Leases must be in writing and include a provision that the tenant must follow the community documents. Minimum initial lease term is one month, and no subleasing or assignment is allowed. The owner must provide tenant info to the association at least 10 days before move-in and is liable for tenant violations.
