Legacy Parc is a planned community in Surprise, AZ, organized as a homeowners association (HOA) with attached townhomes sharing party walls. You own your lot and dwelling unit; the HOA manages common areas and enforces rules that apply to owners, tenants, and occupants.
- Residential use & home businesses: Lots may be used only for residential purposes. Limited home businesses are allowed if they are not detectable from outside, comply with zoning, and do not generate customer traffic or nuisances.
- Pets: Only a 'reasonable number of generally recognized house pets' are allowed, as determined by the Board. Pets must not cause annoyance to neighbors. Commercial keeping of animals is prohibited.
- Leasing & rentals: Leases must be for at least 30 days. An owner must lease their entire lot, not a portion, and remains responsible for tenant compliance with all HOA rules.
- Parking & vehicles: Only private passenger cars and pickup trucks under 1 ton, 84 inches tall/wide, and 222 inches long may be parked in garages or driveways. RVs, boats, trailers, and commercial vehicles are prohibited except inside a fully enclosed garage. Inoperable vehicles cannot be parked outside.
- Architectural review & design control: All exterior improvements and landscaping visible from neighboring property require prior approval from a Design Review Committee. Solar panels and antennas are allowed but subject to approval and screening requirements.
- Party walls & maintenance: Owners of contiguous lots share party walls. Damage caused by an owner must be repaired at that owner's expense; damage from other causes is shared ratably. The HOA may step in and charge the responsible owner.
- Assessments & fees: Annual assessments are equally levied on all lots. Late payments incur a late charge (initially the greater of $15 or 10% of unpaid amount) plus interest and collection costs. The HOA has a lien and may foreclose for nonpayment.
