Sycamore Estates Parcel 13 is a standard single-family home HOA in Surprise, AZ. This document is the full rulebook for homeowners, covering use restrictions, maintenance obligations, architectural controls, and assessments. It applies to all lot owners and their occupants.
- Architectural review: Most exterior changes need prior written approval from the Architectural Committee, which enforces Design Guidelines. Unapproved changes can be forced to be undone. If the committee doesn't act within 60 days of a complete application, approval is deemed given.
- Leasing & rentals: Leases must be in writing, for at least 180 days, and cover the entire lot and residence. A copy must be provided to the association within 10 days of signing. The owner remains responsible for assessments and rule compliance during the lease.
- Pets: Only common household pets (dogs, cats, etc.) are allowed, and types/breeds must be approved by the Board. No commercial breeding, and the number must be reasonable. Pets must be kept on a leash or in a fenced yard when outside.
- Parking & vehicles: Parking on streets is limited; large vehicles (over 250x84 inches) cannot be parked on lots unless screened from neighbors. Inoperable vehicles and commercial vehicles are banned. Guest parking is limited to 72 hours per 7-day period.
- Assessments & fees: Annual assessments start at $960 per lot and can increase up to 10% per year or by CPI, whichever is greater, with a 20% cap without owner vote. Special assessments need 2/3 approval. A transfer fee and working capital deposit (2 months of assessments) are due from new buyers.
- Use restrictions: Lots are for single-family residential use only. Home businesses are allowed per local ordinances. Signs, yard sales (max 2 per year), and holiday decorations are regulated. No noxious activities, and no temporary structures for residence.
- Party walls: Walls on lot lines are shared: each owner maintains their side, and repair costs are split equally unless damage is caused by one owner, who then pays fully. Prohibited actions include allowing sprinklers within 5 feet of walls, attaching plants, and planting trees within 6 feet.
- Landscaping & maintenance: Owners must landscape front and visible side/back yards within 120 days of ownership and keep them weed-free. If not done, the association may install landscaping at the owner's cost. Garages must be kept neat and used only for parking and storage.
