What Mountain Views's governing documents say
Mountain Views is a single-family planned community in Tolleson, AZ (also referenced as Phoenix). The Declaration of Covenants, Conditions, Restrictions and Easements (CC&Rs) governs all lots and common areas, binding owners, residents, and guests. Key rules cover architectural control, leasing, pets, vehicles, and occupancy.
- Architectural review: No exterior alteration visible from neighboring property may be made without prior written approval from the Architectural Committee or Board. Approval decisions are based on aesthetic harmony and can be denied for purely subjective reasons. A fee may be charged, and a security deposit may be required.
- Leasing & rentals: Leases must be in writing, for at least one month, and the owner must provide the Association with lease dates, lessee names, and contact information. All residents must comply with the governing documents.
- Pets: Only reasonable numbers of common household pets (dogs, cats, birds) kept as domestic pets are allowed. Dogs and cats must be on a leash no longer than 6 feet when outside the lot. Owners must immediately remove droppings. Pets must not create a nuisance (e.g., excessive barking). Outdoor pet enclosures must not be visible from neighboring property.
- Vehicles & parking: Commercial vehicles (trucks over 1 ton, trailers, RVs, boats) may not be parked visibly on lots unless in an enclosed garage or as exempt recreational vehicles (max 10 ft height) in a private yard. Family vehicles should be parked in the garage if space permits. Inoperable vehicles or those under repair must be inside a garage. Parking on public yards is prohibited except on driveways.
- Signs & flags: Generally, no signs visible from neighboring property are allowed except for one for-sale/for-rent sign, political signs (max 9 sq ft, displayed up to 71 days before and 3 days after election), and flags allowed by state law. Flagpole installation requires Board approval of height and location.
- Occupancy & home businesses: Each dwelling may be occupied by a single family, defined as persons related by blood, marriage, or adoption, plus up to three unrelated persons. Home businesses are allowed if not visible, audible, or otherwise detectable from outside, generate minimal traffic, and use no hazardous materials.
