Tierra Rosa is a standard single-family HOA in Phoenix, AZ, governing detached residences. These covenants, conditions, and restrictions (CC&Rs) apply to all lot owners, residents, and guests. The HOA maintains common areas and enforces rules to protect property values.
- Residential use & home businesses: Lots may only be used for single-family residential purposes. Home businesses are allowed if they comply with local ordinances. No commercial activity, noxious activity, or nuisance is permitted.
- Architectural review: All exterior changes—construction, landscaping, paint, fences, solar panels, antennas—require prior written approval from the Architectural Committee. Approval is deemed granted if no response within 60 days. Declarant is exempt.
- Assessments & fees: Annual assessments start at $420 per lot (2001), with automatic annual increases capped at 10% or CPI, whichever is greater, but no more than 20% year-over-year without majority owner approval.
