Rowland Meadows is a single-family home HOA in Fuquay-Varina, NC, governed by a declaration of covenants, conditions, and restrictions. This document is the full rulebook for homeowners, covering property use, assessments, architectural control, and maintenance standards.
- What you own & maintain: You own your lot and home; the HOA owns and maintains the permanent open spaces (common areas). You must keep your lot free of tall grass, undergrowth, dead trees, trash, and rubbish, and maintain a pleasing appearance.
- Assessments & fees: Annual assessments start at $120 per lot, can increase up to 5% per year without a vote, and may be raised further with a two-thirds vote. A $100 working capital fee is due at each lot sale closing. Unpaid assessments accrue 6% annual interest and can lead to foreclosure.
- Architectural review: Any building, fence, wall, or exterior change requires written approval from the Board or architectural committee. If no decision is made within 30 days, approval is deemed given. Fences facing roads must be wood, and metal storage buildings are prohibited.
- Building & use restrictions: Lots are for residential use only. Minimum heated area is 1,500 sq ft, and each home must have a two-car attached garage. No satellite dishes over 18 inches, no commercial vehicles or heavy equipment parked on lots or streets, and no boats, trailers, or campers in front yards or side setbacks.
- Pets: Dogs, cats, or other non-dangerous household pets are allowed, but not for commercial breeding or keeping. Livestock and poultry are prohibited.
- Parking & vehicles: Street parking is not allowed for owners; off-street parking must be provided. Boats, trailers, campers, mobile homes, and commercial vehicles must be parked in a garage or screened rear yard area.
- Wetland conservation: Conservation areas on the plat must remain natural; no filling, grading, cutting vegetation, building, draining, or dumping is allowed. This covenant is enforced by the U.S. Army Corps of Engineers and cannot be amended without their consent.

- Use restrictions
- No lot shall be used except for residential purposes. (Article VII, Section 1)
- Amendments
- Covenants run with land for 20 years from recording date, then automatically extended for successive periods of 10 years. Amendment during first 20 years requires instrument signed by not less than 90% of lot owners; thereafter by not less (Article IX, Section 3)
