Rowland Meadows is a single-family home HOA in Willow Spring, NC. This document is the community's architectural design guidelines, which apply to all homeowners and govern exterior changes to your property. It explains what you need approval for, the standards for common improvements, and the review process.
- Architectural review process: Most exterior changes—fences, sheds, pools, additions, satellite dishes, landscaping—require written ACC approval before starting. Submit a Review Request form with a lot survey and plans; the ACC has 30 days to respond, and if you don't hear back, approval is not required. Starting without approval can lead to fines or legal action.
- Fences: Fences must be 3 to 6 feet tall, with gates no wider than 5 feet (single) or 10 feet (double, only one per lot). All sections must match, and the decorative side faces out. Fences over utility easements may be removed for access, and street-facing sections may need a landscape buffer.
- Outbuildings & pools: Sheds, gazebos, and similar structures must match the house materials and be in the rear yard. Gazebos are max 12 feet in diameter and 10 feet high, placed at least 10 feet from the rear property line. Pools and hot tubs need approval; small wading pools (up to 8 feet diameter, 12 inches deep) don't, if kept in the rear yard. Pools deeper than 36 inches must be fenced.
- Parking & vehicles: No trucks, tractors, inoperable vehicles, or vehicles licensed over two tons may be parked on lots or streets, except for emergencies. Residents must park in garages or driveways; guests may park on the street only after all garage/driveway spaces are used. Boats, trailers, and campers can't be parked on streets or front/side yards—only in a garage or screened rear yard.
- Pets: Dogs, cats, and other non-dangerous household pets are allowed, but you must follow Wake County pet restrictions.
- Maintenance & landscaping: You must keep your lot neat—mow lawns regularly (grass no higher than 6 inches), maintain planting beds, and remove debris. Garbage containers must be screened from the street and not left out beyond pickup day. Seasonal decorations can go up 30 days before a holiday and must come down within 30 days after.
