What Collins Premier Estates Homeowners Association, Inc.'s governing documents say
This is a set of supplemental rules and policies for Collins Premiere Estates, a single-family homeowners association (HOA) in Allen, TX. It is not the full declaration of covenants; it covers specific topics like flags, payment plans, rainwater harvesting, religious displays, roofing, solar panels, and record-keeping. These rules bind all homeowners in the community.
- Flag display: You may display the U.S., Texas, or armed forces flags, but only one flagpole (max 20 ft tall) and flags no larger than 3'x5'. Flagpoles must be permanent, well-maintained, and not on common areas; lighting must be ground-mounted and shielded.
- Payment plans for delinquent assessments: If you fall behind on HOA dues, you can request a 6-month payment plan with a 25% initial payment, then equal monthly installments. Late fees are waived while you comply, but interest and a $5+ monthly admin fee apply. Defaulting allows the HOA to pursue collections.
- Rainwater recovery devices: Rain barrels or harvesting systems are allowed only with prior written approval, and cannot be in front of your home, on common areas, or a color that clashes with your house. The HOA can regulate size and visibility if it doesn't block economic installation.
- Religious item display: You may display religious items on your entry door or frame without HOA approval, as long as they total no more than 25 square inches, don't extend beyond the door frame, and aren't offensive or illegal.
- Roofing materials: The HOA cannot prohibit shingles that are wind/hail resistant, energy-efficient, or solar-capable, as long as they resemble the neighborhood's typical shingles and match surrounding aesthetics. This policy overrides conflicting roofing rules.
- Solar energy devices: Solar panels are allowed with advance approval, but must be on your roof or in a fenced yard/patio, not extend beyond the roof edge, match the roof slope, and be minimally visible from streets or common areas. They must be maintained and removed if inoperable and visible.
- HOA records access: Owners can inspect and copy HOA records (per Texas law) by sending a written request via certified mail. The HOA must respond within 10 business days, and you may be charged $0.10 per page, $15/hour labor, and a 20% overhead fee (waived for requests under 50 pages).
- What this document doesn't cover: This is a supplement to the main Declaration of Covenants, Conditions & Restrictions, so it does not include the full rules on property use, maintenance, assessments, or architectural standards. Those are in the original declaration and other governing documents.
