What Bella Lago (Flower Mound) Homeowners' Association, Inc.'s governing documents say
This is a set of administrative policies and guidelines for the Bella Lago (Flower Mound) Homeowners' Association, a single-family HOA in Lewisville, TX. It covers how the association manages records, payment plans for delinquent assessments, and rules for flags, solar panels, roofing, rainwater systems, and religious displays. It does not contain the full declaration of covenants, conditions, and restrictions.
- Records access & copying: Owners may inspect and copy association books and records per Texas law, with specific fees: $0.10 per standard page, $15/hour labor, and a 20% overhead charge on labor. Requests must be in writing via certified mail, and the association must respond within 10 business days.
- Payment plans for delinquent assessments: Owners who are delinquent can request a 6-month payment plan, with an initial payment of 25% of the amount owed, then equal monthly installments. No late fees accrue while in compliance, but interest and a monthly monitoring fee of at least $5 apply. Default allows collection action.
- Flag display: Owners may display U.S., Texas, or armed forces flags, but flagpoles are limited to one per property, max 20 feet tall, and flags must be no larger than 3' x 5'. Lighting must be ground-mounted and shielded, and flags must be maintained in good condition.
- Solar energy devices: Solar panels may be installed with advance approval, only on roofs or within fenced yards/patios. Roof-mounted panels must conform to the roof slope, be parallel to the ridge, and be placed to minimize visibility without reducing energy production by more than 10%. They must be maintained and removed if inoperable and visible.
- Roofing materials: The association cannot prohibit shingles that are wind/hail resistant, energy-efficient, or solar-capable, as long as they resemble surrounding shingles and match the aesthetics. This policy overrides any conflicting roofing restrictions.
- Rainwater recovery systems: Rain barrels or harvesting systems are not allowed on association property, common areas, or between the front of the home and the street. They must match the home's color scheme and have no unusual content. Written approval is required before installation, and the association can regulate size, type, and shielding if visible.
- Religious item display: Residents may display religious items on the entry door or frame without approval, as long as the total size does not exceed 25 square inches and items do not extend beyond the door frame. Items must not threaten safety, violate law, or be patently offensive.
- What this document doesn't cover: This is a supplement to the association's dedicatory instruments, not the full rulebook. It does not include the complete declaration, use restrictions, or other rules about assessments, architectural review, or community amenities.
