Lawler Park is a standard single-family homeowners association (HOA) in Frisco, TX. These documents are a collection of policies and bylaws that supplement the main Declaration of Covenants, Conditions, and Restrictions (CC&Rs). They cover payment plans, flag displays, religious items, rainwater recovery systems, document retention, collection procedures, and basic governance rules.
- Flags: You may display up to one flag on an attached pole (max 6 ft long, angled 30-45° down) or up to two flags on a freestanding pole (14-20 ft tall, ACC approved). Permitted flags include U.S., Texas, military, seasonal, historical, commemorative, nautical, political, or religious themes. Flags cannot be draped over structures; size limit is 3'x5'. One attached pole per street side and one for rear/backyard allowed. Lighting limited to 60W incandescent equivalent.
- Religious items: You may attach one or more religious items to the entry door or door frame of your dwelling. The items must not extend beyond the door frame. No ACC approval is needed, and the Association may remove items displayed in violation.
- Rainwater recovery systems: Rain barrels and rainwater recovery systems require ACC approval. Barrels up to 55 gallons are allowed if painted to blend, screened from view (by fence, structure, or vegetation), and placed close to the structure on a level base. Overflow must not affect neighbors. Open-top containers are prohibited; ponds may be used where appropriate. Unused systems must be removed or hidden from public view.
- Assessments & payment plans: If you fall behind on assessments, you may request a payment plan of 3–18 months depending on the balance (up to 2x annual assessment: up to 6 months; up to 3x: up to 12 months; over 3x: up to 18 months). Plans must consist of sequential monthly payments covering the balance plus fees and interest. Defaulting on a plan voids it; the Association may reject past defaulters for up to two years.
- Collection & foreclosure: The Association follows a formal collection process: late fee (21st of month), demand letter ($35 fee), lien ($20 fee + attorney/collection costs), and foreclosure (board-approved). After foreclosure, homeowners have a six-month (180-day) right of redemption by paying the full amount owed. Interest is not charged on balances under $2.
- Governance & meetings: Annual member meetings are held within 90 days after year-end (Dec 31). Each lot has one vote; until Dec 31, 2030 or all lots sold, the Declarant (builder) holds Class B voting rights with 6 votes per lot. Board of Directors has 3–7 members elected for 3-year terms. Meetings require a majority quorum. The Board may adopt rules and regulations, hire managers, and form committees.
