This document is an architectural standards and lot information bulletin for Preston Highlands North Estates, a single-family HOA in Frisco, TX. It outlines the rules for exterior changes and maintenance that homeowners (the primary readers) must follow. The bulletin is a supplement to the full CC&Rs, so it does not cover all HOA rules (e.g., assessments, leasing, pets).
- Architectural review process: Homeowners must submit an application to the Architectural Control Committee (ACC) and receive prior written approval before any exterior construction, alteration, or improvement. The ACC has 15 days to respond; if no response, the owner can appeal to the Board. Denials can be appealed under Texas Property Code Section 209.00505.
- Fencing: Fences cannot exceed 8 feet in height and must be at least the building setback lines from the street. Side and rear fencing is required, 6 to 8 feet tall. Wood fences may weather naturally or be stained a natural wood color without approval; other colors require ACC approval.
- Flagpoles and flags: One freestanding flagpole (max 20 ft) and one attached flagpole (max 6 ft) per lot. Flags must be 3'x5' to 4'x6'. Common flags allowed: U.S., Texas, or military. Other flags (holiday, seasonal, team) are allowed on attached poles only. Halyard noise must be minimized.
- Solar panels: Solar panels require prior ACC approval. They should not be placed on the front roof (street side) unless energy production increases by 10% vs. rear placement. Panels must conform to roof slope, not extend beyond roofline, and have frames in silver, bronze, or black. Fence-enclosed rear yard installations are also allowed.
- Garages and parking: Garage conversions to living space are prohibited. Commercial or recreational vehicles (boats, trailers, campers, trucks over 1 ton) cannot be parked or stored on the lot unless fully enclosed in a garage or screened from view. Inoperable vehicles must be stored in the garage. Golf carts allowed in driveway if operational.
- Landscape and maintenance: Grass cannot exceed 8 inches before mowing. Artificial turf is not allowed in front yards. Vegetable gardens are not allowed in front yards. Dead trees or shrubs must be removed within 30 days. A minimum of one tree is required in the front yard.
- Sheds and temporary structures: Detached storage sheds require ACC approval, maximum 8 feet tall, must be within fence line or rear adjacent to driveway. Temporary structures (trailers, tents, mobile homes) are prohibited as residences. Dumpsters, PODs, and portable toilets require Board approval and cannot remain longer than 45 days.
