- Association & membership: Every lot owner automatically becomes a member of the TOFC Homeowners' Association. Membership is not transferable except with the lot. - Assessments & fees: Annual assessments are set by the Board each fiscal year; there is no stated maximum cap. - Maintenance & landscaping: Owners must maintain their yards, lawns, and adjacent street rights-of-way, keeping them neat, mowed, and free of weeds and dead plants. Landscaping must be completed within 15 days after final inspection or occupancy. Front and side yards must be planted with grass or approved ground cover. Fences must be repaired and maintained.
- Enforcement & liens: The Association may suspend common area use, file suits, levy fines, and enter lots to remedy violations. All enforcement costs are a personal obligation of the owner and secured by an enforcement lien. Foreclosure is allowed only via expedited judicial process; liens cannot be foreclosed solely for fines or related attorney's fees.
