What Pv North's governing documents say
This document is a supplemental filing of policies and guidelines for PV North Homeowners Association, a single-family home community in Frisco, TX. It does not contain the full declaration of covenants, conditions, and restrictions; instead, it records specific board-adopted rules on topics like architectural review, religious displays, security measures, and enforcement procedures. Homeowners, buyers, and renters should obtain the complete governing documents for a full picture.
- Architectural review authority: The Architectural Review Authority cannot include current board members, their spouses, or household members. Board members may attend as non-voting liaisons.
- Contract bidding (board conflicts): Contracts over $50,000 with a board member or related party require at least two other bids, disclosure, and approval by disinterested board members. Contracts in effect six years or less may renew automatically; those over six years must go to bid.
- Religious displays: Owners may display up to three religious items (max 5 ft x 3 ft x 3 ft) within 5 ft of the front facade, not in setbacks or above the roof line. Seasonal religious holiday decorations are allowed 35 days before and 21 days after the holiday. Items smaller than 25 sq in on the front door or frame do not need approval.
- Covenant enforcement hearings: The board must hold a hearing within 30 days of an owner's request, with 10-day notice. Both sides receive a packet of evidence. Owners get an automatic 15-day postponement if the packet is late. Hearings may be recorded.
- Security measures: Owners may install security cameras and motion detectors on their lot, but must not invade neighbors' privacy. Perimeter fencing (4-6 ft tall) requires prior approval, must fully enclose the lot, and cannot be barbed wire, razor wire, chain link, or vinyl. All security measures need architectural approval.
- Swimming pool enclosures: Pool enclosures (safety fences) must have black metal frames and clear black transparent mesh, not exceed 6 ft in height, and have no climbable features. They cannot be installed on common areas. Architectural approval is required.
- Appealing architectural decisions: If the architectural review authority denies an application, the owner gets a written notice with reasons and has 30 days to submit a modified plan or request a board hearing. The board must hold a hearing within 30 days of the request.
- What this document doesn't cover: This supplemental document does not include the full declaration of covenants, conditions, and restrictions, nor the association's bylaws, assessment amounts, pet rules, leasing restrictions, or other standard HOA rules. Refer to the recorded declaration and other governing documents for complete requirements.
