This is a set of supplemental policies recorded for the Celina Parkside Homeowners Association, a standard single-family HOA in Celina, TX. It supplements the main CC&Rs with detailed rules on architectural review, religious displays, security measures, swimming pool enclosures, violation hearings, and contract bidding procedures. These policies bind all homeowners and residents in the community.
- Architectural review authority composition: No current board member, their spouse, or household member may serve on the Architectural Review Authority (ARA). A board member may attend as a non-voting liaison.
- Religious displays: Religious items (e.g., cross, mezuzah) may be displayed on your property, but must be within 5' of the front facade, no higher than the lowest roof line, max size 5'x3'x3', and limited to 3 items. Seasonal religious holiday decorations are allowed up to 30 days before and 21 days after the holiday. Prior approval is needed unless the item is 25 sq. inches or smaller on a door or door frame.
- Security measures: Owners may install security cameras and motion detectors on their lot (not on neighbor's or common area). Perimeter fencing must be ground-mounted, fully enclose the lot, 4-6 ft high, and cannot be barbed/razor wire, wire mesh, chain link, or vinyl. Electrified fencing is prohibited. All security measures require prior written approval from the architectural review body.
- Swimming pool enclosures: Pool enclosures must be approved in advance. They cannot exceed 6 ft in height, must have black metal frames and clear plastic or black transparent mesh, and must be designed so children cannot climb over. Only on owner's lot, not common area.
- Violation hearing protocol: If you challenge a violation notice, you can request a hearing within 30 days. The hearing must be held within 30 days of the request, with at least 10 days' notice. Either side may request one postponement of up to 10 days. The board provides relevant documents at least 10 days before the hearing.
- Appealing architectural decisions: If your architectural application is denied, you have 30 days to either submit a modified application to the ARA or request a hearing before the board. The board must hold a hearing within 30 days of your request. They can affirm, modify, or reverse the ARA decision.
- Contract bidding procedures: For service contracts over $50,000, the board must follow specific bidding rules if a board member or their relative has an interest. The interested director cannot access other bids, participate in discussions, or vote. The board must get at least two other bids if reasonably available.
