What Abbey Crossing Owners Association, Inc.'s governing documents say
Abbey Crossing is a standard single-family homeowners association (HOA) in Allen, TX. The documents here are a collection of amendments, management certificates, and a fine schedule – not the full declaration or bylaws. They tell you the fees you'll pay when buying or selling, the fines for rule violations, some pool rules, and a few key restrictions on renting and modifications.
- Transfer & resale fees: When you sell or refinance, expect a $375 resale certificate fee, a $250 transfer fee, a $150 optional inspection fee, and a $350 working capital contribution.
- Leasing & rentals: Leases must be for a minimum term of six months. You're required to provide a copy of the lease to the Architectural Control Committee (ACC). Violating the rental rule results in a $50 fine.
- Architectural review & violations: All exterior modifications require prior ACC approval. Violations (including landscaping, drainage, setbacks, and fences) carry a $500 fine. Unapproved landscaping changes, like xeriscaping beyond the allowed 10% in front, are $25. Fences must be 6' tall and not made of metal chain, metal cloth, or agricultural fencing; roofs must be fiberglass with a 20-year guarantee or approved otherwise.
- Maintenance obligations & fines: Regular maintenance violations (unmowed lawn, damaged fences or paint, trash containers visible from the street) cost $25. Long-term maintenance issues (damaged roof, noncompliant fence or roof) cost $100.
- Pool rules: The pool is open 8 AM – 10 PM (seasonal). You need a working pool card – only one per household. Children under 18 must be accompanied by an adult. No pets allowed (service dogs excepted, but not in the water). No glass, bikes, skateboards, or motorized vehicles in the pool area. Proper swimwear required. No lifeguard on duty.
- Board composition & meetings: The association is managed by a board of five directors, all of whom must be owners (or representatives of an owning entity). If a meeting's quorum (5% of owners) isn't met, the meeting may be adjourned and later reconvened with any present votes, provided a majority of those present approve.
- Business use & offensive conduct: Operating a business from your home that violates the city's zoning ordinance costs $200. Offensive conduct like ongoing noise or not picking up after your dog costs $25.
- What this document doesn't cover: These are amendments and an attachment, not the full declaration or bylaws. They don't cover the complete list of covenants, annual assessment amounts, parking rules, garbage/recycling details, or other common HOA restrictions not mentioned here. For the full rules, you'd need the original Declaration and Community Manual.
