Carrillo Ranch is a single-family home subdivision in El Mirage, AZ, governed by a homeowners' association (HOA). These bylaws explain how the HOA is organized, how assessments are set, and the financial obligations of every lot owner. - Financial obligations (assessments & fees): Each lot pays a pro-rata share of the annual budget. Assessments are due monthly (changed from quarterly by a 2005 amendment). Cumulative voting is allowed: each Class A member casts votes equal to the number of lots they own times the number of directors to be elected; Class B (declarant) gets triple that.
- Amendments & governing hierarchy: Bylaws can be amended by the Board, but the Federal Housing Administration (FHA) and Veterans Administration (VA) have veto power while a Class B membership exists. Any amendment affecting owners' percentage interests requires prior written approval from all first mortgage holders. If there is a conflict, the Declaration of CCRs controls over the Bylaws, and the Articles of Incorporation over the Bylaws.
