What Ventura Ranch HOA's governing documents say
Ventura Ranch is a master-planned, custom-home community in El Mirage, AZ governed by an architectural review committee (ARC). These Development Standards (a supplement to the CC&Rs) set detailed rules for home design, construction, landscaping, and fences — they apply to homeowners and builders, not renters or buyers directly. The HOA does not cover leasing, pets, or other typical operational rules in this document; those are in separate CC&Rs.
- Architectural style & review: Homes must be 'Ranch' style; no Victorian, Tudor, A-frame, or extreme modern designs. All exterior changes require ARC approval through a multi-step process (sketch plan, preliminary review, final review) with fees: $3,500 new home base ($1,500 non-refundable design review, $2,000 refundable construction deposit) plus $250 per extra revision beyond two included.
- Building size & height: Minimum residence size is 2,000 net livable square feet (excluding garages). Primary residences must be single story except on steep-grade lots (89,90,91,92,93,94,96 and similar in Phase III). Maximum height for single-story homes is 21 feet measured to roofline; ancillary garages up to 23 feet.
- Exterior materials & colors: Minimum two exterior wall materials required, preferably three but no more than four. Colors must have an LRV between 6 and 42, and be from the pre-approved palette or approved by ARC. Roof materials include triple-laminate shingles, concrete tile, slate, or metal accents; no red or vibrant roofs. Four-sided architecture (appealing from all angles) is required.
- Ancillary structures: Up to three structures total per lot (primary residence plus two ancillary). Guest houses max 750 sq ft; detached garages max 1,800 sq ft for homes under 4,100 sq ft, otherwise 55% of home's sq ft. Ancillary must match primary residence style. No living quarters in RV garages. Pre-built sheds not allowed unless they substantially meet criteria.
- Landscaping & fencing: Landscaping must use approved plant list, be installed within 3 months of occupancy. Fencing must be rusted steel pipe (2 7/8” posts, 2 3/8” rails); no-climb fencing optional. Gates and fences require ARC approval. No artificially colored rock; boulders must match onsite rock. Trees must not block neighbors' views.
- Lighting & dark sky: Exterior lights max 40W incandescent equivalent (450 lumens), color temperature 2700K-3000K, must be downward-facing. No skylights allowed. Recreational lighting must have a timer not exceeding 30 minutes and cannot be used past 10 PM. Security lights must avoid false triggers.
- Construction rules: Construction requires a $2,000 refundable deposit. Work hours and debris control are regulated. All improvements must be within building and structure envelopes. Temporary construction residences require approval. As-built summary required after completion.
