Its sole purpose is to enroll the subdivision's parcels as member land in the Central Arizona Groundwater Replenishment District (CAWCD) to help secure a certificate of assured water supply. It creates a mandatory Replenishment Assessment on each parcel and a related lien; it does not contain typical HOA, condominium, or community-use rules.
