Fulton Estates is a single-family home HOA in Litchfield Park, AZ. This document is the Design Guidelines for Landscaping and Architectural Improvements, which supplement the CC&Rs. All owners must follow these rules when modifying their property.
- Architectural review is required for most changes: You must submit plans and get written approval from the Design Review Committee before starting any landscape or structural work. The committee reviews aesthetics, not structural soundness – you still need city permits. Approval expires if you don't start work within 90 days.
- Landscaping must be installed promptly after purchase: New owners must submit front-yard landscaping plans within 30 days of closing and finish within 120 days (or 60 days after committee approval). Front yards and side yards visible from streets must be landscaped.
- Front yard landscaping rules are detailed and strict: Minimum two 24-inch box trees per front yard. Turf cannot exceed 60% of the front/side yard area, must be sodded hybrid Bermuda, and no artificial turf, common Bermuda, or fountain grass. At least 40% of the area must be covered with live plants or grass. Only approved granite colors (e.g., Desert Brown, Mesa Brown) and rock sizes (1/2 to 3/4 inch) are allowed. Automatic irrigation is required. A prohibited plant list and recommended plant list are included.
- Some structures and items are banned or tightly restricted: Portable basketball hoops are not allowed; permanent ones need approval and must be white or clear Plexiglas with supports painted to match the house. Decorative items like wagon wheels, wishing wells, and most artifacts are banned in front yards. Ornamental statuary must be in the rear yard and screened. Chain nets are prohibited. Reflective window film is banned. Security doors must match stucco color.
- Fences, gates, and walls have specific requirements: New fences or wall additions need committee approval. Stucco and paint must match the dwelling. Decorative walls cannot exceed 30 inches in height. Double gates are allowed but must match existing single-gate design and color. Gates on side fences along streets are prohibited.
