This is the Declaration of Covenants, Conditions and Restrictions for Hallcraft Villas Mesa, a townhome community in Mesa, AZ with party walls. The association (Hallcraft Villas Mesa Townhouse Association) maintains common areas and provides exterior maintenance; owners own their lots and are responsible for interiors and patios. The rules apply to all lot owners.
- Assessments & fees: Annual assessments start at a maximum of $400 per lot initially, can increase up to 3% yearly without a vote; special assessments for capital improvements require a 2/3 vote of each membership class. Assessments are a lien on the lot and personal obligation of the owner. Unpaid assessments accrue 6% interest and may be foreclosed.

- Exterior maintenance: The association maintains roofs, gutters, downspouts, exterior surfaces, trees, shrubs, grass, walks, and other exterior improvements (but not glass). If damage is caused by the owner's willful/negligent act, the owner pays the cost.
- Interior & owner maintenance: Each owner must maintain the interior of their townhouse, individual patios, and fixtures/equipment from where utilities enter the unit. Termite control is the owner's responsibility.
- Parking & vehicles: Each lot is entitled to use of no more than 2 automobile parking spaces, assigned by the association as near and convenient as possible.
- Use restrictions: Premises are restricted to residential use only. No temporary structures, trailers, or outbuildings. Household pets (dogs, cats) allowed but not for commercial purposes. No business activities, advertising signs (except one small for-sale/rent sign per lot), or nuisances. Clotheslines confined to patios; rubbish must be regularly removed.
