What Southwest Groves's governing documents say
Southwest Groves is a single-family home subdivision in Mesa, AZ, governed by a Declaration of Restrictions recorded in 1984. These covenants run with the land and bind all lot owners, covering land use, construction standards, and property maintenance. The restrictions automatically renew every 10 years after 2014 unless a majority of owners amend or revoke them.
- Land use & building type: Lots are for residential purposes only. Only one detached single-family dwelling per lot, max two stories. No business, hospital, or sanitarium allowed.
- Architectural control: Plans and specifications must be approved by a three-member Architectural Control Committee before construction or alteration. Approval is in writing; if no response within 30 days, or no suit filed before completion, approval is deemed given.
- Minimum size requirements: Minimum livable area: 1,950 sq ft on ground level; 1,700 sq ft if basement; 1,600 sq ft if second story; tri-level counts two upper levels as ground. Excludes open porches, garages, etc. No prefabricated buildings or moved structures allowed.
- Fences & walls: Upon completion of a dwelling, owner must erect and maintain a masonry wall fence along rear yard boundaries connecting to the house, max 6 ft high. Design and colors need committee approval. Chain-link only allowed around a pool in the rear.
- Pets & livestock: No cows, horses, poultry, or noisy pets (e.g., barking dogs that bother a plurality of neighbors). Dogs, cats, and rabbits allowed as household pets, not for commercial breeding.
- Property maintenance: All lots must be kept free of rubbish and weeds. Existing citrus trees must be irrigated. Front yard must have at least three trees (one 24-inch box, two 15-gallon) and an automatic sprinkler system. Overgrown lots may be cleaned by neighbors, and costs can become a lien.
- Parking & vehicles: No overnight parking of trucks, pickup trucks, or trailers on streets. No abandoned or inoperable vehicles visible from other lots or streets.
- Signs: No advertising signs or billboards except a single 'For Sale' sign not exceeding 24x30 inches.
