What Grandview Ranches Two's governing documents say
This is a Declaration of Covenants, Conditions and Restrictions for Grandview Ranches II, a single-family residential subdivision in Paradise Valley, AZ. It is a covenant-controlled neighborhood enforced by the Declarant (developer) and later by lot owners—there is no formal homeowners association or mandatory assessments. The rules apply to all lot owners and residents, with a Design Review Board (DRB) overseeing construction and modifications.
- Use restrictions: Each lot may be used only for single-family residential purposes. Home occupations are allowed if permitted by county zoning. No business or commercial enterprises are permitted. Lots cannot be subdivided further; two or more lots may be combined with approval.
- Architectural review: All improvements require prior written approval from the Design Review Board (DRB). Minimum floor area is 1,400 square feet (exclusive of garage, porches, etc.). Modular and manufactured homes are prohibited. Construction must use new materials. The DRB may assess reasonable review fees and fine up to $100 per day for unapproved work.
- Landscaping: Front yards must maintain a native desert landscaping scheme; grass is prohibited in front yards. Minimum landscaping must be installed within three years of obtaining a building permit: at least 5 trees (15-gallon minimum) and 15 shrubs (1-gallon minimum). Landscaping must be kept neat, and alterations require DRB approval.
- Pets: Only commonly accepted household pets (dogs, cats, birds, fish) in reasonable numbers are allowed for domestic, non-commercial purposes. Pit bulls, wolves, and wolf hybrids are specifically prohibited. Pets must be restrained by fence, cage, or leash and not allowed to eliminate on other lots.
- Parking & vehicles: No vehicle may be stored, neglected, or abandoned on a lot unless inside an approved enclosed area or garage. Boats and recreational vehicles may not be parked in the front yard. Parking of commercial or non-operational vehicles is limited.
- Leasing & rentals: A lot may be leased or rented only in its entirety (no partial leases). No minimum lease term is stated. The lessee is subject to all covenants.
- Other restrictions: No mining or exploration. No roof-mounted air conditioning units. Exterior lights must not cause glare on neighboring properties. Reflective materials and glass with reflectance over 20% are prohibited. Signs allowed are only 'For Sale' or 'For Rent' (plus a contractor sign during construction). Fences require DRB approval.
- What this document doesn't cover: This document does not establish a homeowners association, mandatory dues or assessments, common areas, or rules about maintenance of shared amenities (none exist). It is a partial document focusing on use restrictions, development standards, and architectural control, but lacks provisions for an association board, meeting requirements, or enforcement beyond owner lawsuits.
