What Casa Campana's governing documents say
Casa Campana is a manufactured/mobile home community in Phoenix, AZ, governed by a Home Owners Association (HOA). The Rules and Regulations manual details operating procedures for the Board, committees, and resident conduct. It applies to lot owners and their tenants, covering use of common facilities, pet rules, parking, rentals, and enforcement.
- Leasing & rentals: Rentals are capped at 10% of total lots (11 rentals). Owners must register tenants with the Association within 15 days of lease, pay a $15 fee ($25 late), and provide required forms. A waiting list applies when the cap is reached. Owners are liable for tenant violations; non-compliance fines start at $100/month. No registered Level 2 or 3 sex offenders may reside in the community.
- Pets: No farm animals. Pets must be leashed when outside the owner's lot and kept away from landscaped areas and recreation facilities. Owners must pick up feces daily in front yards and weekly elsewhere; failure can result in fines and removal. If a home is vacant, pets must be removed within 10 days.
- Use of facilities: Recreation hall rental fee is $70 ($20 refundable cleaning deposit). Pool and jacuzzi are open to homeowners at all times, with heaters used from April to October (board/hiatus officers decide). Pool rules: no glass containers, food, pets, or running; long hair must be covered; no suntan oil before entry. Guests must be accompanied by a homeowner. Laundry room, kitchen, and pool table are available for owners.
- Parking & vehicles: All personal cars must be parked on concrete driveways; no street parking except for deliveries. Speed limit is 25 mph. Recreational vehicles (RV, boat, trailer) must be stored in the RV storage lot, with specific rules (one per lot, current license, marker placement, no major repairs). Derelict or unlicensed vehicles must be removed.
- Violations & fines: Fines escalate from $100 (15 days after warning) to $600 total over 45 days. The Board may suspend voting and common area use rights. Liens and foreclosure are possible. Additional fines for rental non-compliance ($500/month) and trash violations ($10/week or $100/month).
- Meetings & governance: The Board has nine members elected by homeowners. Monthly board meetings are open to owners; agendas require 5 days' notice. Robert's Rules of Order apply. Officers include Chairman, Secretary, Treasurer. Board may purchase up to $3,000 without membership vote. Recording meetings requires 24-hour notice and placement in a designated area.
- Trash & property maintenance: Trash containers must be concealed except on pickup days (brought to curb after 6 p.m. the day before, removed by 8 p.m. pickup day). Yards must be free of weeds, debris, and unsightly items. Exterior repairs (roof, awnings) must be completed within two months. Garage/yard sales allowed 4-5 days, with 5 days to remove leftovers.
- What this document doesn't cover: This document is a Rules and Regulations manual, not the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs). It does not specify homeowners' assessment amounts, architectural control details beyond referencing an Architectural Committee, or age restrictions. For those, refer to the CC&Rs and Bylaws.
