Circle G at Riggs Homestead Ranch is a single-family home community in Phoenix, AZ, governed by a homeowners association (HOA). These Guidelines & Fine Policy apply to all lot owners and detail landscaping, architectural review, and community standards.
- Landscaping requirements: Front and street-side yards must have at least 40% live plant coverage (turf, shrubs, groundcover). One 48-inch box tree (specific varieties) must be planted 10 feet behind the back of curb. Landscaping must be completed within 90 days of close of escrow (or final building inspection for builder specs).
- Architectural review & fees: Any exterior change (construction, landscaping, paint, etc.) requires prior written approval from the Architectural Committee. A $2,500 submittal fee ($500 non-refundable, $2,000 refundable) is required for house plans. Unauthorized changes incur a $2,500 fine.
- Construction rules: Construction work is allowed only 5:00 a.m. to 5:00 p.m., Monday through Saturday (no work Sundays or holidays). A chain-link fence, dumpster, and on-site restroom are required. Total build time must not exceed one year.
- Pets: Dogs must be on leashes at all times, and owners must clean up after pets. Failure to confine pets or pick up waste results in fines.
- Parking & vehicles: Each lot must have a garage for at least two vehicles. Street parking is discouraged. Campers, boats, and RVs cannot be visible on the lot and may be parked only 72 hours before/after recreational use. Inoperable vehicles are prohibited on streets or driveways.
- Fences & walls: Perimeter fences must be erected within 90 days after final building inspection, constructed of brick or block, stuccoed and painted to match the house. Shared fence costs are split 50/50 between adjoining lot owners.
- Fine policy: Violations start with a notice and 10-day cure period. Second notification includes a warning of fine and appeal opportunity. Third occurrence within 12 months allows immediate fine. Fines range from $25 to $2,500 per incident. Architectural violations (e.g., starting work without approval) are subject to immediate fines without prior notice.
