Riggs Ranch Meadows is a homeowners association (HOA) for a planned community of detached single-family homes in Chandler, Arizona. The rules apply to all owners, residents, and guests, covering what you can build, park, and do on your property, as well as mandatory assessments and architectural oversight.
- Residential use & building rules: All lots must be used only for single-family residential occupancy. No commercial activities are allowed, though home businesses permitted if compliant with city ordinances. Each lot can have one detached single-family home up to two stories, plus a private garage (1-3 cars; H&O lots may have up to 4-car garages, guest houses, and circular driveways). H&O homes must have at least 2,000 square feet of livable floor area.
- Leasing & rentals: Leases must be in writing, for an entire residential unit and lot, with a minimum term of 30 days. All leases are subject to the Declaration.
- Pets: Only dogs, cats, or other common household pets are allowed, and they cannot be kept for any commercial purpose or in unreasonable numbers (as determined by the Architectural Committee). Pets must be kept within a fenced yard or on a leash at all times.
- Parking & vehicles: Vehicles must be parked in garages or driveways; overnight street parking is prohibited. No truck over 228 inches long, 84 inches tall, or 84 inches wide, and no inoperable or unsightly vehicles allowed. Boats, RVs, trailers, and commercial vehicles may not be visible from neighboring property or common areas. Temporary guest parking limited to 7 days per 6-month period.
- Architectural review: Any exterior construction, alteration, or landscaping requires prior written approval from the Architectural Committee (subcommittees for Courtland and H&O lots). Approval is deemed granted if the committee fails to act within 60 days for Courtland lots or 30 days for H&O lots after all required materials are submitted.
- Assessments & fees: Owners pay annual assessments determined by the Board, plus possible special assessments (requires 2/3 member vote). Annual assessments cannot increase more than 20% from the prior year without majority approval. A transfer fee (amount set by Board) is due upon sale of a lot. Delinquent assessments accrue interest at 10% per year or $15 late charge, and become a lien on the property.
- Party walls & maintenance: Walls built on lot dividing lines are party walls. Each owner maintains the exterior surface facing their lot; repair costs are shared equally unless damage is caused by one owner (that owner pays). Owners must allow adjoining owners reasonable access for repairs.
