What Foothills Reserve Master Association's governing documents say
Foothills Reserve is a master-planned community in Phoenix, AZ, governed by a Master Association. This document is solely the Architectural Guidelines — it covers the rules and review process for exterior changes to your lot, but does not include the full Declaration (CC&Rs) or other community rules like pet or noise restrictions.
- Architectural review process: Any exterior alteration that changes the appearance of your lot requires prior written approval from the Architectural Control Committee (ACC). Submit a completed application with a plot plan, elevations, material specs, and a photo. The ACC has 45 days to respond. Approved work must start within 90 days and be completed within 6 months unless a different deadline is set.
- Fences & walls: New fences, walls, or raising a party wall need ACC approval. Side/rear walls may not exceed 7 ft from ground level; fences within 15 ft of the front property line cannot exceed 3 ft. Decorative or garden walls are limited to 36 in height. Snake fence (fine mesh) is permitted with approval but must be attached to the inside of view fences without drilling holes.
- Landscaping & hardscape: Front yard landscaping changes require ACC approval. Minimum: one tree or cactus (4 ft+) and three shrubs or mature cacti. Rear yard non‑structural landscaping does not need approval unless visible over the fence. Decomposed granite must be at least 1/2 in size and spread 2 in thick; no more than two rock colors in front yard. Corner lot owners must landscape and maintain the area outside perimeter walls adjacent to the street.
- Lighting & holiday decor: Exterior lighting must be shielded, less than 3000K, and fixtures no more than 15 in above ground. Floodlights on front exteriors are forbidden. Temporary holiday lights may be installed 30 days before a holiday and must be removed within 14 days after; blinking lights/music must turn off by 10 pm. Permanent holiday lighting systems require ACC approval and must be discreetly mounted under eaves or soffits.
- Vehicles & parking: No permanent basketball goals; portable goals must be stored in rear/side yard when not in use and have neutral backboards. No metal or chain nets. Basketball equipment lighting is prohibited. No vehicle parking on landscaped front yard areas. Driveway width cannot be increased; decorative borders are considered case‑by‑case.
- What this document doesn't cover: This document does not contain the full Declaration of Covenants, Conditions, and Restrictions (CC&Rs), nor does it cover assessments, leasing rules, pet limits, or use of common areas. For those rules, you must refer to the master Declaration and any supplemental community rules.
