What Herro Park's governing documents say
Herro Park is a standard single-family home subdivision in Phoenix, AZ, governed by a homeowners association (HOA). This Declaration of Covenants, Conditions, and Restrictions (CC&Rs) establishes rules that apply to all owners, residents, and tenants, aimed at maintaining property values and community appearance. Key rules cover residential use, leasing limits, architectural control, parking, pets, and signage.
- Residential use & home businesses: Lots and residences must be used exclusively for residential purposes. Limited home businesses are allowed if conducted entirely inside, not visible or audible from outside, and no customer traffic or employees who are not residents.
- Leasing & rentals: Leases must be for at least one month; transient or hotel use is prohibited. Owners must notify the association 10 days before a lease starts, provide tenant names and contact info, and give tenants copies of the governing documents. Owners are liable for tenant violations. No more than four lots in the community may be leased at any one time.
- Pets: Only dogs, cats, indoor fish, and small household birds are allowed as pets. The board determines a reasonable number per lot. Pets must be confined to the owner's lot; dogs must be leashed when off the lot. Owners must immediately clean up feces on common areas. Nuisance or dangerous pets may be removed from the property.
- Vehicles & parking: No RVs, boats, trailers, or commercial vehicles may be parked visibly on a lot or on common areas. Parking on streets is limited to 24 consecutive hours; garage parking is preferred. Inoperable vehicles and vehicle repairs visible from neighboring property are prohibited. Overnight parking on aprons or common area driveways is not allowed.
- Architectural review & exterior changes: All exterior construction, modifications, landscaping changes (including front yard landscaping), and even repainting must be approved in writing by the Design Review Committee (DRC) before starting. The DRC has broad discretion based on aesthetics and can reject plans even if they comply with guidelines. No changes without approval.
- Signs & window coverings: No signs visible from neighboring property are allowed, including 'For Sale' or 'For Lease' signs. Window coverings facing the street must be white, black, or beige non-patterned material within 60 days of ownership. Reflective materials and any exterior alterations to windows require board approval.
