What Idylwilde Park's governing documents say
Idylwilde Park is a residential community in Phoenix, AZ governed by property owners through an elected board and annual lot-based dues. The bylaws (revised December 1985) establish governance structure, dues requirements, voting procedures, and management of community facilities including a pool and shared irrigation system.
- Board governance & elections: The community is managed by a five-member board (President, Secretary, Treasurer, Park Superintendent, Pool Superintendent) elected annually by secret ballot, with one-year terms beginning January 1st. Members may be removed by majority vote of the remaining board if they fail to attend meetings or perform their duties.
- Annual dues & reserve fund: Dues are established per lot and due January 1st each year, becoming delinquent April 1st. At least 10% of annual dues must be deposited into a reserve account for replacing community facilities and equipment, with withdrawals requiring a member vote.
- Secondary residences & rental fees: Secondary structures on a single lot—such as rental units, duplexes, or triplexes—may be charged additional fees beyond standard per-lot dues. These fees are determined by the board and must be approved by member vote at the December annual meeting.
- Special assessments: The board may levy special assessments beyond regular dues with board approval and a majority vote of property owners.
- Pool access: Pool privileges are available only to residents who are current community members with paid-up annual dues in full.
- Irrigation service: Property owners may opt into the park's shared irrigation service by filing an annual liability waiver; the cost is pro-rated among participating properties. Without a waiver, owners or tenants are responsible for irrigating their own property.
- Member meetings & bylaw amendments: Monthly business meetings are held on the third Sunday of each month (or the fourth if the third falls on a holiday). Bylaws can only be changed by member vote—either by written ballot majority, majority attendance at a properly noticed meeting, or majority of total membership.
