Metro Manor is a standard single-family home HOA in Phoenix, AZ. All owners, residents, and guests must follow these CC&Rs. The association maintains common areas including a pool, spa, landscaping, and a gated entrance. This document sets the rules for living in the community.
- Residential use & home businesses: Each dwelling must be occupied by a single family (related group or up to 3 unrelated persons). Home businesses are allowed only if not detectable from outside, no visible customers, and no more than one non-resident employee.
- Leasing & rentals: Leases must be in writing with a minimum term of 30 consecutive days. No leases are allowed within 18 months of the initial purchaser buying from the declarant. A copy of the lease must be provided to the association before occupancy, and a transfer fee applies.
- Pets: Dogs, cats, and common household birds are allowed in reasonable numbers. Pets must be leashed (max 6 feet) when outside the lot. Owners must immediately remove droppings. The board may prospectively restrict size/number, with a grandfather clause for existing pets.
- Parking & vehicles: No commercial vehicles (including RVs, boats, trailers) may be parked visible from neighboring property except for temporary loading (max 24 hours) or inside an enclosed garage. Family vehicles (pickup under 1 ton, SUV, etc.) are allowed. Parking on yards or sidewalks is prohibited. Guest parking on common streets is limited to 48 hours per 7 days. Inoperable vehicles may be towed.
- Architectural control: Any exterior modification visible from neighboring property (including paint, landscaping, fences) requires prior written board approval. The board has sole aesthetic discretion and must approve/disapprove within 45 days after a complete submission. Fees and bonds may be required.
- Signs & flags: Only one 'for sale' sign, an alarm sign, and residential identification signs (max 6x12 inches) are allowed. 'For lease' signs are prohibited. Political signs are limited to one per lot, no larger than 24x24 inches, displayed max 45 days before and 7 days after an election. American flags are permitted per state law, with board approval needed for flagpole installation.
- Nuisances & noise: No rubbish, odors, or loud noises may disturb others. Exterior speakers (except security devices) are prohibited. Machinery generating noise above 60 decibels at the lot boundary is not allowed, except for construction or routine maintenance equipment.
- Common areas & amenities: The association maintains common area tracts including a pool, spa, orchard areas, parking, and landscaping. An electronic privacy gate at the entrance is maintained by the association. The board may modify or remove privacy measures by majority vote.
